France rules 'millionaire's tax' legal Dec 30th 2013, 14:49, by DAVID HARDING A "millionaire's tax" which imposes a top tax rate of 75% has been ruled legal in France. The tax was a pre-election pledge by socialist president Francois Hollande, who swore the rich would help pull France out of its economic crisis, reports The Guardian newspaper.
