An off-duty cop who roughed up his wife after a heated argument in their Bronx home was arrested Tuesday, police said. Howard Peralta, 36, was in his Kingsbridge apartment when he grabbed the victim by the throat and threw her to the ground just after midnight Tuesday, cops said.
