The red-faced 2-year-old and his toddler brother weren't frightened by police investigator Mario Lujano's badge, nor the guns dangling from his belt. The boys and their mother had just risked their lives, floating across the Rio Grande on a rickety raft to reach the shores of this dusty Texas border town, the end of a treacherous journey from Honduras to America.
