Repairs begin at decaying Harlem housing project

Repairs to a decrepit Harlem housing project are underway five years after the city promised construction would be complete — and 15 years after the project was announced. The A. Phillip Randolph Houses include 36 historic 1890-era tenement buildings on 114th St. slated to be redeveloped into affordable and public housing ---making it the largest mixed-finance development in Housing Authority history.
